Fedora is an organization. A space belongs between a value and a unit. 20 GB and 2 GB are not a minimum, they are minima. 20 GB is not a disk, it is a storage capacity. Fedora Linux does not need a hard disk specifically; a solid state drive or an NVMe will do too.
